Mr. Liu boasts nearly two decades of professional experience, having served as in-house IP Counsel at a large Chinese multinational enterprise and a U.S.-headquartered multinational corporation successively. He has in-depth expertise in IP management, risk mitigation, IP enforcement, cross-border dispute resolution and patent licensing for domestic and overseas enterprises. He has rich practical experience representing both plaintiffs and defendants in a wide range of IP contentious cases across China, Europe, the United States and other jurisdictions.

Prior to joining Lung Tin Law Firm, Mr. Liu served as Senior IP Counsel at Corning Incorporated. He was responsible for localizing, implementing and executing the company’s global IP strategies and policies in China, and managed all IP legal affairs generated from Corning’s business operations in the Chinese market. His core practice covers IP protection, IP litigation and strategic deployment of IP assets in commercial transactions.

Earlier, as Head of the Litigation and Licensing Team at ZTE Corporation, Mr. Liu played a pivotal role in Standard Essential Patent (SEP) licensing negotiations between ZTE and major multinationals, and handled cases against Patent Assertion Entities (PAEs) in the global telecommunications sector. Under his leadership, the team settled hundreds of cross-jurisdictional IP disputes, including US ITC Section 337 investigations, patent infringement litigations in Europe and the US, patent invalidation proceedings and customs seizure cases.
